March 31, 2026 - HES International (HES) is proud to launch an Open Season for liquid CO₂ handling at two of Europe's most strategically positioned deepwater terminals: the Wilhelmshaven Tank Terminal in Germany and the Rotterdam Bulk Terminal in the Netherlands.
These terminals will be purpose-built to close the critical missing link in Europe's carbon value chain — connecting onshore emitters directly to offshore permanent storage under the North Sea. With operations targeted from 2029, HES is moving now to give customers certainty, capacity, and a clear path to decarbonization. HES’ value proposition is unique, offering optionality for customers, the ability to start small and scale over time and the flexibility to access carbon stores of choice in the North Sea.
Combined, the two terminals are designed to scale to handle up to 20 million tonnes of CO₂ per year, supporting the climate ambitions of the EU, the Netherlands, and Germany. The first phase of each terminal represents an investment of approximately €180 million, sized to customer demand and scalable as the market grows.
HES has a decades-long track record as a trusted bulk terminal operator for Europe's industrial sector. We are now bringing that same operational excellence to the energy transition — offering safe, reliable, and efficient export services for liquid CO₂ onto vessels destined for certified storage sites in Norway, the UK, Denmark, the Netherlands, and Germany.
“The HES-Wilhelmshaven and Rotterdam projects are unique in accelerating the permanent decarbonization of hard to abate industries at scale whilst reducing CO2 in the atmosphere early on in the absence of sufficient alternative low carbon fuels,” Otto Waterlander, director Business Development New Energies at HES, said. “The open season makes it possible to meet the needs of the entire market and will help provide an important decarbonization vector for Germany, the Netherlands and the rest of Europe by accelerating the permanent storage of greenhouse gasses”.
The Open Season is open to all parties as of March 31, 2026. Emitters in the Netherlands can access SDE++ support for CO₂ capture, while Germany's upcoming CfD mechanism is expected to unlock significant new demand. HES will work closely with customers to structure capacity reservations that align with their subsidy timelines and decarbonization targets.
Parties interested in reserving capacity are invited to submit an Expression of Interest.
